This circle appears to have been made of authentic bluestone erratics collected in the local area. The eisteddfod official web site determinedly makes no mention of this circle, and so it is an "unofficial" feature of the landscape. You don't need planning permission to pick up a glacial erratic from one place and stick it in the ground somewhere else. Presumably that applies to 12 stones as well as to one. And presumably the circle is not a "structure" as understood in planning law -- we might prefer to call it "an arrangement"................
On the other hand the planning situation might be rather more complicated.........
Detective work is under way. Before long, I hope to be in a position to tell the story of how this very erratic stone circle came to be where it is.
